After a year-long study and due diligence done by the Police Board and all four Municipal Boards, the Richland Township Police Department joined the Regional Department on January 1, 2006. With the four municipalities together, the name of the police department was set to be Northern Regional Police Department. The new department set about providing police service to the communities of Bradford Woods, Marshall, Pine and Richland.

At present, the department has a coverage area of 52 square miles and serves a population of approximately 35,000 people in the municipalities of Bradford Woods, Marshall, Pine and Richland. The department is under the command of Chief John Sicilia and is governed by a Police Board which consists of three elected officials from Pine, three elected officials from Richland, two elected officials from Marshall and one elected official from Bradford Woods.

The Northern Regional Police department is the model that many municipalities study when they are in the process of evaluating forming a regional police department in their area.

Retirement of Donald Lofgren, Chief of Police

On this day in 2004, Donald Lofgren stepped down from his position as Chief of Police for Richland Township. After his retirement announcement, the Richland Township Board of Supervisors had a meeting with the Pine-Marshall-Bradfordwoods Police Board to discuss the possibility of the Richland Township Police Department joining the Regional department.

Without the protective umbrella of a single and unified police force, each of the three municipalities – Pine, Marshall, and Bradford Woods – had struggled with individual police departments for many years. To solve this problem, the Pine – Marshall – Bradford Woods police force was created in 1969 (over 50 years ago). Having considered the increasing difficulty of patrolling these three mostly rural municipalities, officials chose to take a giant step forward. Such a step was so giant, in fact, that ours became the first joint police department in the Commonwealth of Pennsylvania.

The new police department was headquartered at Pearce Mill Road’s Pine Township Municipal Building. This strategic positioning decision offered around-the-clock protection to the residents of Pine, Marshall, and Bradford Woods.

A Police Board, with whom the Chief of Police would meet, was established to oversee operations at the newly-established department. The board was made up of elected officials from the three municipalities.

A New Era: 1958 – 1969

For the next decade, the force grew along with our region’s population. It became apparent that a long-term solution was needed to meet the ever-increasing needs of the residents of Pine Township. The idea for a joint police force is credited to then Police Chief Richard Baer, whose foresight had brought about an effective solution to carry Pine Township and its neighboring municipalities into the 21st century.
